Donald Louis Carter Sr., born on April 13, 1951, peacefully departed this life on December 28, 2024. He was a God-fearing man. A dedicated public servant, Donald devoted over 30 years of his career to the City of Dallas, serving as the Superintendent of Public Works, and later over 10 years with Dallas County Public Works. His contributions to his community and his unwavering commitment to public service earned him respect and admiration from colleagues and residents alike.
In addition to his work in public service, Donald was a licensed Peace Officer, graduating from the Dallas County Police Academy in the Class of 1992. He later served as Deputy Chief with the Dallas County Constable Pct #7, where he was known for being fair but firm in his approach. Donald exemplified the qualities of a leader, always striving for excellence while remaining approachable and understanding.
Donald was not only a professional but also a remarkable family man, survived by three loving children: Chief Donald Carter, Jr., Oweida Carter, and Tangela Carter. He imparted his wisdom and values to them, becoming a lifelong lesson teacher and a source of guidance in their lives. His kindness, visionary mindset, and deep respect for culture will be cherished and remembered by all who had the privilege of knowing him.
Family, friends, and community members are invited to celebrate Donald’s life and legacy. A wake service will be held on January 3, 2025, at Golden Gate Funeral Home-Dallas, at 8:30 PM - 9:30 PM. This will be followed by a Funeral Service on January 4, 2025, at St. Phillips Missionary Baptist Church, commencing at 11:00 AM.
