Philip Nolan Bullard was born on July 5, 1940 to the late Philip Nathaniel Bullard and his Wife, Annie Elizabeth McCartney Bullard in Miami, Florida. He was reared in a Christian home and was educated in the Miami-Dade County Public Schools, where he played sports, and graduated from George Washington Carver High School in 1960. He continued his education at the Miami Barber College, and graduated in 1962, then worked in the barbering business for several years before answering his call to Social Work. He was employed as a Community Outreach Specialist at the Economic Opportunities Program, Incorporated (E.O.P.I.) in Perrine, Florida for approximately a decade. While there, he served as an Employment Specialist and later as a College Recruiter for the Migrant Talent Search Scholarship Grant Program. In those capacities, he identified and called many students out of seasonal work in the agricultural fields of South Florida and encouraged them to attend college or obtain employment in other areas of the economy. Philip could be quite the prankster, and would enjoy a beer or two, but he was also serious when it came to his gifts, skills, abilities, and talents. There is no doubt about it, Philip had gifted hands. He could play the piano by ear and had natural culinary and technical abilities. He endeavored into the culinary arts first as a Short Order Cook in Miami, Florida, and ultimately became a Chef with the Sheraton Hotel chain in Dallas. He could repair any type of electrical equipment or component, so, to prepare himself to pursue a livelihood in the technical field, he became a certified Electronic Systems Technologist in 1990, after graduating from the ATI Technical Training Center in Dallas, Texas. Philip met and married Betty Jo Edwards of Dallas, Texas after his marriage to Velma Dukes was dissolved. He relocated to Dallas with Betty Jo and remained faithful to her until her demise on March 14, 2017. God blessed Philip and Betty Jo with three sons. Their youngest son, Deandre Lamont Bullard, predeceased his Father in 2017. In addition, Phillip was predeceased by two of his siblings: a brother, Lemuel Nathaniel Bullard, and a sister, Ellen Myranda Bullard Miller. Philip was indeed a loving Husband, Father, Grandfather, Son, Brother, Uncle, Cousin, and Friend. To cherish his memory, Philip leaves two sons, Philip Nolan Bullard, Jr. (Cindy Mosley, Fiancee), and Michael Gerard Bullard (Jessica Young, Fiancee); six grandchildren: Michelle, Michaela, Jaylon, Philip, Michael Jr., and Jameriya; two step grandchildren: Sevyn, and Serenity Smith; three brothers in law, two sisters in law, and twelve siblings: Irene Elizabeth King, Jerome Alfred Bullard (Lula), Annie Maria Bullard, Barbara Janice Fisher, (Richard), Cassandra Louise Merrell, Charles Theophilus Bullard (Paulette), Stephanie Rowena Ferguson (Rufus), Karen Vanessa Bullard, Allison Verneka Bullard, Faustina Evadne Bullard, David Uriah Bullard, and Bernadette Lenora Shoffner (Lawrence), and a host of nieces, nephews, cousins, and friends.
