In the city of Marshall, Texas, County of Harrison on April 20, 1946, God Blessed Maderia Williams and Effie Mable Balous-Williams with a baby boy whom they named Roy Harold Williams.
Roy professed Christ at an early age at St. John Missionary Baptist Church Marshall, TX under the leadership of Rev. E. B. Humble and later after relocating united with several churches in Dallas, TX; Peoples Missionary Baptist Church, under the leadership of Rev. S. M. Wright Sr., New Birth Missionary Baptist Church under the leadership of Dr. George W. Pryor and Greater Golden Gate Missionary Baptist Church under the leadership Rev. Fabian K. Jacko where he remained faithful until ailing health overcame him.
Roy received his formal grade school education in the Marshall School District, Marshall, TX before relocating to Dallas, Texas at the early age of 14.
Roy is a graduate from Lincoln High School in Dallas, Texas (where he was given the school name “Beast”) class of 1964. Shortly after graduation, he enlisted in the United States Marine Corps, where he served five years of military service, two of which were spent in Vietnam.
Upon his discharge from active duty, Roy returned to school and earned a Bachelor of Science Degree in Criminal Justice and a Master of Science Degree in Social Work.
Roy was employed in the Criminal Justice Field for twenty-two years; three years with the Federal Bureau of Prisons and nineteen years with Dallas County Community Supervisions and Corrections Department (Adult Probation), where he held an administrative level management position.
April 1999 he was elected to President of the Texas Probation Association (TPA), first black to ever hold this office. Prior to this election, Roy served nine years on the T.P.A. Board of Directors and three years as Chairman of the Membership Committee. He has held past memberships in the American Parole and Probation Association (APPA), Texas Corrections Association (TCA) and National Association of Blacks in Criminal Justice (NABCJ)
Roy expressed his love for Pamela Moulton-Williams August 23, 2014, they shared some wonderful memories together. The moments of love will forever be alive, and the memories they shared over the years will forever remain. He made decisions that were best for his family that laid foundations of dreams both big and small.
Roy was a well-respected and well-loved man. It’s heartwarming to know that so many people loved him and so many people thought so highly of him.
He departed this life to be with Our Father in heaven Thursday morning June 25, 2020 at approximately 4:00 a.m.
Preceding him in death is his mother: Effie Mable Balous-Williams, his father: Maderia Williams and one son Tommy Williams.
He leaves to cherish his passing: a devoted wife, Pamela Moulton-Williams, Desoto, Texas; One loving Sister, Gwendolyn Williams-Richardson (Kilroy) Red Oak, Texas; sons Roy Williams Jr. (Juliet), Grand Prairie, Texas; Kevin Williams (Kelsi) Cedar Hill, Texas; daughters Angela Williams-Guillory (Stanford) Irving, Texas and Domiko Green, Dallas, TX; Grandsons Dominique Williams Cedar Hill, TX; J’Quon Green (Dallas, TX); Granddaughters Erinn Green Dallas, TX; Hanna Guillory, Irving, Texas; Stepson TaJuan Moulton, Dallas, TX; Stepdaughter LaJuana Moulton (Cedric), Dallas, TX; Step granddaughter LaTerria Brown, step grandsons; Tanier Moulton, Domonique Brown, Cedric Brown and Taylin Brown Dallas, TX. A very loving Mother-In-Law Euness Moulton, Dallas, TX; brother-in-law’s William Moulton (Margie); Roy Young (Rochelle) Dallas, TX and sister-in-law Shellie Moulton (Dallas, TX), and a host of, nieces, nephews, cousins and friends.
